Liminal Times
The threshold moments - dawn, dusk, midnight, noon - when magic is strongest.
Liminal times exist between categories - neither day nor night, neither one season nor another. At these threshold moments, the boundaries weaken, the Otherworld comes near, and transformation becomes possible. Ritual at liminal times carries special power.
At the threshold, all things are possible; neither this nor that, but becoming.
Liminal awareness shows Celtic sensitivity to transitional states as times of power.

The same logic runs at smaller scales. Dawn, dusk and midnight are treated as thresholds for the same reason the turning points of the year are: they belong to neither side.
