Ren and Governance
Rulers must govern with benevolence, caring for the people's welfare.
Governance should be based on ren. The ruler who cares for the people like a parent cares for children wins their hearts. Benevolent rule creates harmony; harsh rule creates rebellion.
The people are the most important element; the ruler is the lightest.
Mencius emphasized the people's welfare as governance priority.
