Confucianism

Li and Government

Proper ritual creates good governance without coercion.

When a ruler governs by li and virtue rather than laws and punishments, the people are genuinely transformed. They develop a sense of shame and become good, rather than merely avoiding punishment.

Guide them by virtue, order them by li, and they will have a sense of shame and become good.

Confucius, Analects 2.3

Virtue and ritual are superior to law and punishment.
