Virtuous Governance
Ruling through moral example rather than force.
The ideal ruler governs by virtue and example, not by law and punishment alone. When the ruler is virtuous, the people follow naturally. Coercion produces compliance; virtue produces transformation.
Guide them by virtue, order them by ritual, and they will have a sense of shame and become good.
Virtue-based governance transforms rather than coerces.

- What Confucianism says about leading others
Analects 2.3 sets two methods against each other: guide by law and punishment and people learn to avoid punishment; guide by virtue and ritual and they gain a sense of shame. Confucius wants internalised standards, because compliance ends the moment you stop watching.
