Taxation should be moderate and not burden the people.
Excessive taxation harms the people and breeds resentment. Confucian governments should tax moderately, leaving the people with enough for comfortable life. Heavy taxation shows failed governance.
When the ruler is excessive, the people will not be satisfied.
